-decessor when acknowledging the receipt of the Report of the
Commission regarding the administration of the Sanitary Law in
this Colony, and the relative despatches from the Officer
Administering the Government, enquired how far I concurred in
the views put forward in those despatches and in his printed
Minute of April 12th.

On November 8th., I had the honour

to ask sanction for the provision of a separate officer as
Administrative Head of the Department. This was one of the
salient points included in Mr. May's recommendations, and I
stated in that despatch that after the most careful considera-
-tion of the matter I was entirely convinced of the advisability
of this step, and that I would submit my views in detail on
other subjects in connection with the Report of the Commission-
-ers and the despatches of the Officer Administering the
Government
